Many people do not know what HIPAA is and what it is for. If you ask the general public, unless they are in the medical field, they have no clue. Many doctors say HIPAA gets in the way of doing their practice, limiting what can be done.
I have found many practices do not follow HIPAA because they do not know what can and can't be done. The staff does not fully understand the rules.
Like many Government rules and regulations, there are many rules to follow and large penalties if not followed. For the public, it is a protection of their privacy.
